Assumptions & formula
Formula and assumptions
IANA → UTC → IANA
Use a named IANA zone. Clock-change gaps are rejected; repeated times require earlier/later selection. Years 1900–9999. Zone rules come from your browser and may depend on its data version.

Compare the destination date as well as the time, because crossing midnight may change the calendar day.
Questions and limits
Why does one local time match twice?
When the clocks go back in autumn, an interval repeats. Earlier or later picks one of the two instants, and reject makes you decide.
Which input errors should I correct?
A spring-forward gap has no matching instant. Correct the wall time instead of inventing an offset.
What does this calculation leave out?
Timezone rules come from the installed IANA data. The tool doesn't schedule events, and it can't guarantee future changes to government rules.
